2005: "This privately owned site lies on the north side of 4th Avenue and is just across the railroad tracks from a marina (a map is included in Appendix J). The site was originally used as a woodworking facility, and has most recently been used for recycling railroad ties and other waste wood. The site is referred to as Jacobs Energy due in part to its owner (Jacobs) and the potential it had at one time to produce energy from waste wood. However, since the State of Illinois changed its incentive structure for energy facilities in 2000 to exclude this type of waste-to-energy plant, the owner and the City have engaged in discussions about the potential redevelopment of this site into a mixed-use riverfront project."
