It would burn Powder River Basin coal Clean Water Action and Sierra Club were two of the main opposition groups to Big Stone II. Big Stone II was defeated when the SD air permit granted in the last days of the Bush administration was overturned because the permit did not reflect a plan to use the best available control technology (BACT).
