In 2008, Sierra Club threatened to sue - East Kentucky Power Coop Inc. is not using Maximum Acheivable Control Technologies. Even after unit 4 began operatiing in April 2009, Sierra Club followed up with East Kentucky Power Coop, instructing the company to install Maximum Acheivable Control Technology (MACT). Sierra Club outlined East Kentucky Power Coop's obligation to get a MACT determination. Unit 4 cost 528 million. Construct 1 new circulating fluidized bed boiler : Emissions limits also established for VOC, Hg, flourides, Pb, Be.  NOx limit is temporarily waived during an initial "optimization" period; final NOx limit shall not exceed 0.10 lb/mmbtu depending on results achieved during "optimization" period.  CFB=Circulating Fluidized Bed (which includes limestone injection), GCP=Good Combustion Practices http://www.sierraclub.org/environmentallaw/coal/plantlist.asp
