Planned for a 75 acre site in Mahanoy Township this project is waiting for a $100 million loan from the DOE. In 1999, the plant was offered close to $47 million in tax credits.
UBS and Morgan Stanley pledged millions to finance the project, but the project still lingered for years. It wasn't until summer 2008 when the project officially 'went without a timeline' and became abandoned.
Origninally this plant was projected to cost $312 million, but in 2008 when the plant was announced to have no timeline, the plant cost 1 billion and had strong local opposition. Because of high poverty this community qualifies as an EJ community for class reasons. In response to comments submitted by Energy Justice Network/ActionPA, the federal government also defined the nearby prison population as an EJ community.
