2011: construction halted temporarily due to inability to find a power purchaser. Got bus nergy tax credit by breaking ground with 5% construction. NG PRICE THGEB DROPPED to avoid tasiloring rule. December 2013: permitted to increase emissions (3 X MORE PM, TO COME IN JUST MAJOR SOURCE . Construction continues. Collins Mill may provide some of fuel but have not signed agreement yet. Groundwater under site is contaminated. Permit requires offset, one option being a steam sale agreement with Collins. Facxilities have separate permits.
