In November 2006, the Ohio Power Siting Board set July 31, 2009 as the latest date for beginning construction. It was later extended to July 31, 2010. As of August 2010, it does not appear that the project has begun construction. This is proposed as a coal to fertilizer plant in Hamilton Township, Lawrence County.
