The proposed petroleum coke unit (capable of burning different types of coal) is not a proposed expansion, but a conversion. Entergy Louisiana plans to convert Unit3 (currently burning natural gas) to a pet coke/coal unit.
Entergy plans to get the final permit in February 09. The plant plans to sell the waste for reuse.
In March 2009 the Unit 4 proposal was stopped!

Entergy to repower generating unit in Montz
10:32 a.m., Wednesday
Entergy Louisiana said this morning that it intends to repower a $1.2 billion 530-megawatt generating unit at its Litty Gypsy site in Montz, Louisiana.
The unit, expected to be up and running around 2011, will allow the company to rely less on natural gas as a fuel for its generating plants. It is expected to save customers $4 billion on their electricity bills over a 30-year period.
Natural gas prices have risen dramatically over the past three years, and many experts predict that prices are unlikely to return to the low levels of the 1990s.
Entergy Louisiana is a subsidiary of Entergy Corp., which is headquartered in New Orleans.
