In August 2007 the FL DEQ denied a permit to construct Unit 3. This left the project stalled, but in June 2008 the state issued the needed permit, and the proposed unit got back on track. Finally, after years of opposition work, in December 2009, the proposed unit 3 was finally cancelled.
